Center for Data Policy

Center for Data Policy focuses on the laws and regulations that contribute to interoperability, standards, governance, and privacy matters that affect the use of data across policy domains. Our work takes a systems approach, considering how to facilitate greater coordination across laws, regulations, policies, and people.

From Data for Policy to Policy for Data

The Data Foundation’s Center for Data Policy is established based on a recognition of the need for dedicated attention to the topic of data policy in the United States. The Center for Data Policy brings together experts from various disciplines to develop innovative approaches to data governance, fostering collaboration and dialogue to create a shared understanding of the opportunities and risks associated with data-driven technologies, and to identify and advance improvements for policy approaches in the United States.

The Center for Data Policy aims to develop adaptable policy frameworks that keep pace with the evolution of data and AI, addressing intersecting topics that include privacy, transparency, and accountability. By engaging with industry leaders, academia, civil society, and policymakers, the Center for Data Policy works towards creating a trustworthy data ecosystem that works for everyone.

Center for Evidence Capacity

The Center for Evidence Capacity is at the forefront of focusing on the resources, people, processes, and funding needed to ensure that data and evidence are effectively used during policy implementation and decision-making activities.

The Data Foundation launched the Center for Evidence Capacity at a critical juncture for the community. The enactment of the Evidence Act provided new direction and encouragement to build, foster, and sustain cultures for evidence capacity that lead to data and evidence use in decision-making.

The Center for Evidence Capacity focuses on identifying and supporting the questions about how and why policies and practices are implemented, including through support of major activities like the recent advent of learning agenda implementation and building multi-year strategies, open data and related engagement plans, and resources for data and artificial intelligence literacy, evaluation policies and practices, and evidence transparency.

The Center for Evidence Capacity manages key initiatives and provides objective analysis tracking how public and private sector activities impact the nation’s ability to collect, analyze, and evaluate government program effectiveness. The Data Foundation’s SAFE-Track portal and #MyDataStory initiative are ongoing efforts to help all stakeholders understand the evolving landscape of federal evidence infrastructure.

The Data Foundation is committed to promoting sound data policies to support the responsible use of government data for artificial intelligence (AI).

At the core of the AI revolution is data. Data train machine learning models and shape the outputs of AI systems in ways that directly impact human lives. To build safe and effective AI systems, the data that feed AI must be high-quality and reliable. Considering AI through a data policy lens offers an opportunity to develop a comprehensive approach to safe, secure, and trustworthy AI use in government.

AI capabilities present tremendous opportunities for driving innovation, spur economic growth, and developing solutions to support social challenges. AI technologies also present complex challenges and questions for policymakers to address to ensure AI tools are responsible and trustworthy.

Community building

Community building reflects the origins of our organization and also the need for establishing, growing, and sustaining effective transdisciplinary communities of practice in the 21st century to undertake data and evidence initiatives. Our Data Coalition is a community of non-profit and industry partners that work alongside public sector organizations to advocate, advise, and champion effective data policies and evidence capacity.
